A significant challenge that faces IT management is that of aligning the IT infrastructure of an enterprise with its business goals and practices, also called business-IT alignment. A particular business-IT alignment approach, the foundation for execution approach, was well-accepted by practitioners due to a novel construct, called the operating model (OM). The OM supports business-IT alignment by directing the coherent and consistent design of business and IT components. Even though the OM is a popular construct, our previous research detected the need to enhance the OM, since the OM does not specify methods to identify opportunities for data sharing and process reuse in an enterprise. In this article, we address one of the identified deficiencies in the OM. We present a process reuse identification framework (PRIF) that could be used to enhance the OM in identifying process reuse opportunities in an enterprise. We applied design research to develop PRIF as an artefact, where the development process of PRIF was facilitated by means of the business-IT alignment model (BIAM). We demonstrate the use of the PRIF as well as report on the results of evaluating PRIF in terms of its usefulness and ease-of-use, using experimentation and a questionnaire.

Conceptual modeling is nowadays mostly done using languages such as Entity-Relationship (ER) Models, Unified Modeling Language (UML), and Object-Role Modeling (ORM). These models are used to depict the ontological organization of relevant concepts or entities. Such models share a common modeling approach, based on the notions of class or entity and the relations or associations between classes or entities. Recent developments in knowledge representation using logic-based ontologies have created new possibilities for conceptual data modeling. It also raises the question of how existing conceptual models using ER, UML or ORM could be translated into Description Logics (DLs), a family of logics that have proved to be particularly appropriate for formalizing ontologies and reasoning about them. Given a conceptual data model, two assumptions are usually made that are not explicitly stated but need to be clarified for its DL translation: (1) disjointness assumption: all the classes are to be assumed pairwise disjoint if not specified otherwise; and (2) covering assumption: the content of every class must correspond to the union of its immediate subclasses (this includes the assumption that we do not consider anything apart from what is expressed in the model). In this paper we propose two simple procedures to assist modelers with integrating these assumptions into their models, thereby allowing for a more complete translation into DLs.

In this paper we describe a research project to develop an optimal information retrieval system in an Information Operations domain. Information Operations is the application and management of information to gain an advantage over an opponent and to defend one’s own interests. Corporations, governments, and military forces are facing increasing exposure to strategic information-based actions. Most national defence and security organisations regard Information Operations as both a defensive and offensive tool, and some commercial institutions are also starting to recognise the value of Information Operations. An optimal information retrieval system should have the capability to extract relevant and reasonably complete information from different electronic data sources which should decrease information overload. Information should be classified in a way such that it can be searched and extracted effectively. The authors of this paper have completed an initial phase in the investigation and design of a knowledge system that can be used to extract relevant and complete knowledge for the planning and execution of Information Operations. During this initial phase of the project, we performed a needs analysis and problem analysis and our main finding is the recommendation of the use of logic-based ontologies: it has the advantage of an unambiguous semantics, facilitates intelligent search, provides an optimal trade-off between expressivity and complexity, and yields optimal recall of information. The risk of adopting this technology is its status as an emerging technology and therefore we include recommendations for the development of a prototype system.

This paper is concerned with the question of how recently developed computer science technologies could assist in dealing with and eliminating inconsistencies and ambiguities within and between different financial accounting standards. In our research we developed a formal ontology for some of the basic elements, and in this paper we report on our findings as well as make some suggestions for a formal approach to the conceptual framework and financial accounting standards development.

A key constraint for growing small and medium enterprises (SMEs) is the business skills required to grow the enterprises through the stages of transformation. Criticism against growth stage models for SMEs is of concern, since these models contain the typical knowledge that appeals to managers of small enterprises as guidance in how to manage growth. In this article we propose the SMEAG model to explore the relevance of enterprise architecture (EA) for enhancing existing growth stage models in order to counteract some of this criticism. EA is well-known as a field that claims to manage change and complexity. The rationale to combine the concepts of growth stage models and EA is based on the level of change and complexity associated with the growth of small enterprises into medium enterprises. SMEAG combines the existing growth stage model of Scott and Bruce, the Enterprise Architecture Framework by Hoogervorst, and the EA as Foundation for Business Execution Model by Ross, Weill and Robertson.

Enterprise engineering is an enterprise design methodology that uses a process to create an organised whole, while mastering complexity. Dietz proposes an organisation theorem that reduces complexity by representing the heterogeneous enterprise system as a layered integration of three homogeneous aspect systems: the ontological, infological and datalogical. The ontological aspect system represents the essence of enterprise operation and a starting point for engineering a complex enterprise. This paper applies one of the key ontological models, namely the interaction model, to assess its ability to indentify replication potential due to ontological similarity. The case study environment for application of the interaction model was four departments at a tertiary education institution.

The range of inter-organisational innovation networks existing in the global economy today show a wide variance in structure, purpose, location, lifespan and maturity. These differences between network instantiations highlight the need for deeper understanding of the operation of these networks in order to enable efforts to improve network performance. These efforts include strategic management routines for network leadership, as well as the development of appropriate support structures, e.g. information systems architectures. An important step towards a deeper understanding of inter-organisational innovation networks is to compare the business architectures of network case studies to identify similarities and differences in terms of scope and context, business concepts and underlying system logic. The Zachman framework for enterprise architecture provides an approach to structuring the business architecture of enterprises in a way that allows such comparisons to be drawn. This paper describes the business architecture of two contrasting network case studies from South Africa and Germany within the Zachman framework, and draws some conclusions based on the observed similarities and conclusions.

A metamodel is for instance used to inform the generation of enterprise architecture content in the Open Group’s TOGAF 9 Content Metamodel description. However, the description of metamodels is usually done in an ad-hoc manner with customised languages and this often results in ambiguities and inconsistencies. The authors are concerned with the question of how the quality of metamodel descriptions, specifically within the enterprise architecture domain, could be enhanced. Therefore we investigated whether formal ontology technologies could be used to enhance metamodel construction, specification and design. For this research, the authors constructed a formal ontology for the TOGAF 9 Content Metamodel, and in the process, gained valuable insight into metamodel quality. In particular, the current TOGAF 9 Content Metamodel contains ambiguities and inconsistencies, which could be eliminated using ontology technologies. In this paper the authors argue for the integration of formal ontologies and ontology technologies as tools into metamodel construction and specification. Ontologies allow for the construction of complex conceptual models, but more significant, ontologies can assist an architect by depicting all the consequences of a model, allowing for more precise and complete artifacts within enterprise architectures, and because these models use standardized languages, they should promote integration and interoperability.

For this research, the authors constructed a formal ontology for the TOGAF 9 Content Metamodel, and in the process, gained valuable insight into metamodel quality. In particular, the current TOGAF 9 Content Metamodel contains ambiguities and inconsistencies, which could be eliminated using ontology technologies. In this paper the authors argue for the integration of formal ontologies and ontology technologies as tools into metamodel construction and specification. Ontologies allow for the construction of complex conceptual models, but more significant, ontologies can assist an architect by depicting all the consequences of a model, allowing for more precise and complete artifacts within enterprise architectures, and because these models use standardized languages, they should promote integration and interoperability.},

To stay competitive, enterprises of today need to rely on a sound foundation for execution that incorporates the infrastructure and digitised processes for automating a company’s core capabilities. Once this foundation has been established, management could move their attention away from focusing on lower-value activities to innovative ways to increase profits and growth. The Business-IT Alignment Framework (BIAF) defines business-IT alignment in terms of a paradigm of alignment, three dimensions for alignment, and mechanisms and practices. The BIAF could provide a business-IT alignment perspective on the foundation for execution approach. Using the BIAF perspective, this paper comments on some of the deficiencies related to the foundation for execution approach regarding the systematic identification of opportunities for enterprise-wide process standardisation. The goal is to define a list of requirements that should direct the design of appropriate mechanisms and practices to address the identification of process re-use opportunities for multiple levels of operating maturity.

There are several sources that indicate a remarkable increase in the adoption of open source software (OSS) into the technology infrastructure of organizations. In fact, the number of medium to large organizations without some OSS installations, is surprisingly low. This move to open source (OS), as well as the obvious advantages thereof, have motivated the CSIR of South Africa to investigate the adoption of OSS across the institution for all aspects of its operations. In launching this endeavour, it became apparent that there are very limited resources available, locally or internationally, that documented process related information about organizational OS migrations. This lack of information provides the motivation for this research that investigates the use of process reference models to capture the process related information for an organization-wide migration from proprietary software to OSS. In order to develop the necessary process reference models, the specific process models for the CSIR OS migration were captured, and, using a repeatable method based on reference model criteria, the generic process reference models for an organizational OS migration were extracted and documented. It is our firm belief that these process reference models would provide a baseline for the processes needed when any organization considers open source adoption or organization-wide OS migration.
